“Not later than Friday” means that whatever event is under consideration SHOULD happen anytime between NOW and FRIDAY, including Friday. In other words, if it's Monday and someone wants your written report “no later than Friday,” you can turn in your report today (Monday), Tuesday, Wednesday, Thursday, or Friday.
